      <description>&lt;p&gt;I think this idea is worthy of discussion and would be happy to contribute. Disaster Relief and Reconstruction is a particularly difficult area to get a handle on.  How this can be modeled in way that can be useful before, during and after a disaster would provide valuable insight to any complex project effort.  I&amp;#8217;m working on a planning theory and approach that I think could contribute to the analysis and design of better systems and practices.&lt;/p&gt;</description>

      <description>&lt;p&gt;Aaron&lt;br /&gt;Yes, environmental considerations are some of the factors that could be addressed.  One of the problems we have seen in organizations are that plans used to define and direct the work are only loosely related to those plans used to build the workplace.  With multiple and fragmented plans environmental factors can not be directly related to output and hence are often dismissed as not relevant.    In addition, plans used to guide the work and plans used to define the necessary supports often do not resemble the plans-in-action (how people actually work).  The consequence of this is that corrective action is either off target or late.&lt;/p&gt;</description>
