Practicability of Rich Internet Applications (RIAs) and Web 2.0 for small non IT organizations

Lately Rich Internet Applications (RIA) and Web 2.0 have surfaced on the web scenario and puzzled everybody about its impact and consequences on their sites. Big organization with IT teams do have somebody to explain the pros and cons of these two terms but small organizations have no idea and are left bewildered.
The article would help these small organizations to do the self analysis and figure out themselves whether they need these technologies or concepts for their organizations or not?
