The book “Plans and the Structure of Behavior” when published in 1960 provided a new way to look at behavior. The book is most famous for the introduction of the TOTE (test, operate, test exit) model for looking a behavior. The book addressed not just individual behavior but also social behavior using the notion of plans. Re-looking at the rationale and arguments regarding plans provides interesting ways of looking at complex technical and social systems today.
