      <description>&lt;p&gt;After reading &#8220;Re-architecting PeopleSoft.com from the bottom-up&#8221; I decided to go take a look at the site. I was a little surprised when I tried to validate a page according to its &amp;#8220;DOCTYPE declaration&#8221; and found errors. Why bother declaring such things if you have no intention of adhering to it?&lt;/p&gt;

	&lt;p&gt;It seem that &amp;#8220;site designers&amp;#8221; tend to look at this as being unimportant! I wonder why?&lt;/p&gt;
