      <description>&lt;p&gt;Its an excellent initiative and very interesting to read.  I would like to put a very straight forward question, may be repeating stuff, but still I feel it better to ask rather than to digest without asking.  If i have to start this intiative in my town, which is definitely a buzzing town with Web works both in technical interest and Technology Aspects.  What should I do.  any handy checklist that i can have that would allow me to determine, if what I am thinking would be a right move?&lt;/p&gt;
